[Farcast] Some analysis I've been doing: are validators in the same cluster (eg. same staking pool, same exchange, same user) more likely to miss attestations at the same time as each other than randomly selected validators? If so, can we use that to tweak rewards to favor decentralized staking? Answer seems to be yes and yes.
