Singapore Proposes Stablecoin License With 100% Reserves, No Holder Interest The Monetary Authority of Singapore (MAS), the country’s central bank and financial regulator, has proposed amendments to the Payment Services Act creating a dedicated stablecoin issuance license, with only licensed issuers allowed to label their tokens “MAS-regulated stablecoins.” Issuers would be required to maintain at least 100% reserve backing, meet redemption deadlines and refrain from paying interest or other benefits linked to stablecoin holdings.

BIS Chief: Stablecoins Are Not a Credible Means of Payment at Scale According to Reuters, Bank for International Settlements (BIS) General Manager Pablo Hernández de Cos said at the Jackson Hole Economic Policy Symposium that stablecoins are not a credible means of payment at scale, while tokenized deposits offer a more compelling way to harness tokenization. He said the two could coexist, but tokenized deposits should handle most everyday payments, with stablecoins serving more specialized purposes. De Cos said stablecoins could lower government borrowing costs by increasing demand for U.S. Treasuries, but the migration of funds from bank deposits to stablecoins could also raise bank funding costs and borrowing rates for ordinary customers. He also cited limited interoperability and difficulties in consistently enforcing anti-money laundering controls. The growing adoption of dollar-pegged stablecoins in some jurisdictions could weaken monetary sovereignty and the effectiveness of domestic monetary policy. Tokenized deposits must also overcome interoperability, governance, and legal challenges.

Brazil to Delay Certain Crypto Transfers Over $10,000 for Up to 24 Hours According to Reuters, Brazil's central bank will introduce new anti-fraud rules for crypto assets starting next year. Transfers of more than $10,000 to overseas virtual asset service providers or self-custody wallets may be delayed for up to 24 hours. The threshold may apply to either a single transaction or a customer's cumulative transfers in one day. Other transactions requiring further review under risk management policies may also be delayed. The central bank said the measures aim to address the rapid transfer of proceeds from financial fraud through virtual assets, including stablecoins. It added that the measures do not constitute an asset freeze and will not permanently block transfers.

Visa launched its Stablecoin Platform on July 16, giving institutions the infrastructure to mint, redeem and move stablecoins, starting with Open USD. Stablecoins are moving into the same payment and treasury workflows institutions already use. As those flows move onchain, transaction data becomes part of the financial stack too. Institutions need a clear view of supply, liquidity, counterparties and cross-chain activity. That starts with structured, verifiable and AI-ready data. https://usa.visa.com/about-visa/newsroom/press-releases.releaseId.22591.html
