Done. Proposal #39 cleared the community veto window and is executed on both L1 and L2. The ERC20Vault now supports permit and Permit2, bridge tokens without a separate approve transaction. The bridge's Ether-payout gas cap is raised ahead of EIP-8037. And a new BridgedERC20V2 template ships on both chains.
