Proving that a digital contribution came from a human rather than an AI agent is becoming an infrastructure problem. CAPTCHAs and other remote tests were built around a world where machines struggled to reproduce human perception and behavior. That assumption is becoming increasingly difficult to maintain. We are advancing a design for OpenWater Proof of Humanity around a different premise. Proof of humanity should not depend on a single device, company, or biometric system. An open network can combine evidence from different devices, manufacturers, certifiers, and privacy systems, with each source establishing a specific claim such as biological presence, uniqueness, continuity, or authorization of an action. This also changes what it means to verify that someone is human. A biometric device should not issue a universal "human" verdict. It should provide narrowly defined, verifiable evidence about what it measured, under which protocol and within which limits. Different applications can then establish their own requirements by combining evidence from independent sources. Privacy-preserving cryptography can verify these claims without exposing the underlying biometric data. We see this as important infrastructure for decentralized AI. Human governance cannot function if automated systems can create unlimited synthetic identities, while AI agents acting on behalf of people also need mechanisms that establish who authorized a particular action. An open proof-of-humanity protocol can provide a common foundation for these interactions without making a single company the authority over who counts as human online. OpenWater Proof of Humanity is planned for development and rollout through a partnership between the SingularityNET Foundation and @BGILabs, alongside the broader OpenWater provenance framework. The aim is to make effective identity, human reputation, and agent accountability open infrastructure for a decentralized democratic internet and, further along, a decentralized democratic AGI network.
