Phil is the Solicitor General of North Dakota, and has litigated numerous important cases for the State, including challenges to harmful Biden Administration policies. Before becoming a lawyer, Phil attended the U.S. Military Academy, and served our Country admirably, including deployments to Afghanistan. He is a former Law Clerk to Judge Jennifer Elrod of the Fifth Circuit, and Graduate of Yale Law School.
