Banks are increasingly building sovereign and in-house AI systems shaped around regulation, security, and control over sensitive data. Taiwan’s largest financial institutions are developing localised LLMs. JPMorgan operates AI entirely within its own secure infrastructure. DBS has already deployed hundreds of internal AI use cases. But fraud detection creates a unique challenge: financial crime moves across institutions, while privacy laws make sharing raw customer data impossible. Federated learning solves that tension. Banks can collaboratively train fraud models while keeping all underlying customer data inside their own systems. Sovereign AI and collective intelligence don’t have to conflict.
