Adding them makes the TOR anchor more resilient to single-chain or single-issuer disruptions. Strictly additive, no downside if any one becomes unhealthy. Requires 2/3+ supermajority to pass. And the xUSK is the receipt token for USK deployed in Kujira's lending vault.
