5) Ouroboros a) What followed is a case study in the role of cooperating witnesses in federal prosecutions. Remember all those narcotraffickers President Hernández had extradited to the US? They faced decades in prison. By the time Hernandez was arrested, they were 'cooperating’ with the DEA to implicate Hernandez in order to save themselves. b) Biden's DEA wanted to land a 'big fish'; since Hernández had already arrested the actual narcos, that left Hernández himself as the target. But, they didn't have any evidence against him. (Because he was innocent.) The narcos knew who the feds wanted (among other things, the feds kept using them in unsuccessful sting attempts on President Hernández and his family). So they inserted JOH at random places in the stories of their crimes, giving the DOJ the 'evidence' it wanted in return for avoiding decades in prison. And, sure, that 'evidence' wasn't true, but the narcos didn't care and the DEA convinced itself the stories were true. Motivated reasoning is a powerful thing. c) Biden's DEA was chasing its own tail.
