The Stablecoin Operating System Most people think of stablecoins as just tokens. But the true power of programmable money is unlocked when they become infrastructure. That’s why Frax built the first stablecoin operating system by combining the asset, the account layer, and the rails. Our first article, Stablecoins as Legal Tender, explored the significance of the GENIUS Act and its implications for stablecoin growth. This article explains how a full-stack stablecoin system can be designed to take advantage of that opportunity. From Peg to Platform Stablecoins have always been defined by a single metric: maintain a $1 peg. In markets dominated by crypto traders and international users seeking access to dollars, that was enough. Just ask those who lost savings in depegged stablecoins. But with the GENIUS Act advancing legal recognition and institutional access for compliant stablecoins, the demands on these assets are changing. Payment stablecoins now have the opportunity to serve as financial infrastructure, supporting not just price stability but also compliance, settlement, and yield at scale. The GENIUS Act introduces a new category of "payment stablecoins," tokens backed by assets such as cash, T-bills, and reverse repos. These stablecoins will be considered legal equivalents to M1 dollars and, most importantly, can be accepted by banks. In practical terms, this means a stablecoin like frxUSD can be deposited, used as collateral, or transferred within traditional financial systems. The significance of this upgrade for qualifying stablecoins cannot be overstated. While many existing stablecoins are backed by assets that fall outside the GENIUS framework, frxUSD is purpose-built for it. M1 today is already more than just "money," it's the infrastructure that holds and moves it: deposits, payment rails, and banking front ends. Users can send money via ACH, maintain checking account balances, and earn interest on idle capital. Upgrading all of that functionality with stablecoins requires an integrated system. Frax is the first to launch this full-stack stablecoin operating system: frxUSD: a compliant, regulated payment stablecoin FraxNet: a fintech layer that serves as the stablecoin-native "banking" frontend Fraxtal: a high-performance blockchain for yield distribution and settlement at scale This vertically integrated architecture isn't just infrastructure in search of a use case. It’s a response to a very real economic opportunity that GENIUS unlocks: the $20 trillion in U.S. M1 money supply. If stablecoins are to replace that infrastructure for millions of people, they can’t be wrappers on top of other systems. They have to be purpose-built systems themselves. Rethinking Financial Infrastructure If banks are going to adopt stablecoins, why wouldn’t they just issue their own? Some will. But most will be siloed, limited to internal rails or proprietary platforms. Building open, interoperable infrastructure is technically complex, requires network effects, and brings regulatory overhead that few banks are incentivized to take on. Even PayPal, one of the most tech-forward financial companies in the world, has had challenges growing its stablecoin PYUSD past a $1 billion market cap. It’s difficult to imagine traditional banks moving faster or going broader. Just as mobile phones leapfrogged desktop computers in developing markets, stablecoin protocols now have the chance to leapfrog banks in building the next generation of financial infrastructure. That leap is already underway, driven by stablecoin infrastructure that is programmable and interoperable across ecosystems. Unlike traditional banks, which rely on lending out user deposits to generate returns, stablecoins can forward the underlying yield directly to users. FraxNet, the fintech layer that enables institutions to mint frxUSD using deposits or money market funds, makes this possible. For institutions, it offers a compliant, yield-forwarding stablecoin that integrates with existing workflows, while unlocking 24/7 global settlement and greater capital efficiency. For users, it replaces static bank balances with real-time, treasury-backed yield streamed through Fraxtal. This design aligns incentives, and challenges one of the foundational assumptions of the legacy banking model. Why build a dedicated chain like Fraxtal to support this? Because real-time yield at scale is a throughput challenge. Over 200 million addresses globally have sent USDT or USDC in the past year. If even a fraction of those users unlock real-time yield through FraxNet, the infrastructure must support millions of concurrent microtransactions. Fraxtal is being upgraded to meet that demand, transitioning from an Ethereum Layer 2 to a sovereign Layer 1 blockchain with high-performance validators built for global scale. Just as important, Fraxtal is an open ecosystem. Developers can build apps that directly access our infrastructure and deep liquidity, and many already have. The Race to Build a Monetary Stack Frax isn’t the only team building toward this vision. Ethena is developing an OS-style stack with Converge. Circle is aligned with Coinbase and Base. Tether is exploring infrastructure through Plasma. But Frax was the first to innovate around the stablecoin operating system thesis, and the first to bring core components into production. Fraxtal is already live, powering real-time yield distribution and cross-chain infrastructure. FraxNet launches this month with full fintech integrations, and the first wave of institutional partners is onboarding. Unlike stablecoins that centralize and retain yield as profit, FraxNet is designed to forward the majority of that yield back to our partners. This model is built for growth, one that aligns with institutions, scales with users, and gives frxUSD a competitive advantage. With frxUSD expected to be one of the first regulated payment stablecoins, FraxNet enabling institutions to access real-time yield, and Fraxtal providing the high-performance infrastructure behind it all, Frax is built to lead the next era of stablecoin adoption.
