[Farcast] I guess my ideal is to solve the (important) problem of unaccountable internal agendas in a different way: ensure that the selection of voters is maximally pluralistic and uncorrelated (eg. maybe each country selects 2 delegates, and the second is chosen by only the people who voted against the first), to maximize the chance that personal biases and agendas cancel out rather than adding together.
