Scroll Roadmap 2025: Security, Scaling, and Better UX Our mission at Scroll is to build an open economy anchored by security and driven by performance. We aim to make Scroll the chain where talented founders can create impactful projects, operate as interconnected communities, and deliver real-world value to users. The Three Targets for 2025 To achieve our mission, Scroll will focus on three key targets in 2025: Most Secure: The open economy must be built upon Ethereum-level security. We will make Scroll the most secure rollup by becoming the first stage-1 zk Rollup in April (adding security council, supporting enforced transactions, permissionless batch submission, full zkEVM proof) and target becoming stage-2 by the end of 2025. Most Performant: We will make Scroll the most performant rollup in 2025, supporting >10k TPS, real-time proving, and sub-cent transaction fees. We plan to achieve this by migrating the sequencer to Reth, optimizing the state trie, supporting new on-chain data compression, and improving the underlying prover performance more aggressively (<30s proving time). Web2-Level UX: The open economy will bring newcomers. We need to deliver a web2-level UX for mainstream adoption. To make crypto as easy to use as current Web2 mobile apps, we’re rolling out key infrastructures for account abstraction (AA) including bundler-sequencer integration, EIP-7702, RIP-7212, simplifying wallet management, and expanding fiat on/off-ramps globally. Fortified Security and Decentralization To reinforce our commitment to security, we are introducing mechanisms that ensure censorship resistance, decentralization, and reduce reliance on trusted intermediaries: The Scroll Security Council (https://scroll.io/blog/introducing-scroll-security-council): Any protocol-level change will now need to be overseen and approved by the external secure council (credible security experts within the industry) instead of relying on multi-sig controlled solely by us. This will greatly improve the decentralization of the underlying protocol. Supporting forced transactions and permissionless batch submission: We will allow users to bypass the centralized sequencer control and avoid potential censorship — allowing them to force withdrawals. Moreover, permissionless batch submission ensures that the Scroll chain continues to operate, even if our infrastructure becomes unavailable. Become the first stage-1 zkRollup in April and target stage-2 by the end of 2025. We are adopting industry standards proposed by https://x.com/l2beat and https://x.com/vitalikbuterin to further enhance security guarantees. There are other initiatives we have been working on (i.e., multi-prover (https://scroll.io/blog/scaling-security)) to make us even more secure. Massive Scaling: 10k TPS with Sub-cent Fees We are targeting 10,000 transactions per second (TPS) with sub-cent fees for the protocol in 2025. Fast and affordable transactions are critical for driving mainstream adoption. To achieve higher throughput, we’re making several improvements: Removing the circuit capacity checker in the sequencer to eliminate unnecessary overhead. Migrating from Geth to Reth, leveraging Rust’s performance benefits for better scalability and maintainability. Optimizing state trie structures to improve storage and I/O efficiency. Parallelizing execution and delaying state root updates to further boost throughput. Along with these performance improvements, we are focusing on keeping fees below a cent. Optimizing proving costs through our advancement in zkVM efficiency. Rewriting the L1 data commit contract to cut gas usage by 50%. Exploring new data compression to reduce Ethereum DA costs and mitigate Ethereum’s DA bandwidth constraints (i.e. ZK rollups have a unique opportunity to do more aggressive compressions even than optimistic rollups through state diff). Real-time Proving: Proving Blocks in <30 Seconds Scroll already has the fastest finality among L2s, but we aim to push the boundary even further. Instant finality is crucial for fostering a truly open economy as it allows users to move funds in and out of Scroll freely and trustlessly. By drastically reducing the proof generation time, we can offer a near-instant settlement for transactions. Our shift from zkEVM to zkVM plays a pivotal role in this effort. The zkVM approach with proving framework innovation improves proving performance and accelerates feature development. Our ultimate goal is to bring the proving time for each block below 30 seconds, paving the way for real-time finality. The first step in this transition is upgrading to OpenVM (https://scroll.io/blog/the-first-release-of-the-openvm-frameworhttps://x.com/axiom_xyz, a modular and extensible zkVM framework co-built by Scroll and @axiom_xyz. OpenVM provides a modular infrastructure for zkVM development, enabling multi-level customization and efficient proof generation. In parallel, we are actively developing Ceno (https://github.com/scroll-tech/ceno), a GKR-based zkVM designed to take advantage of GKR’s linear proving overhead and the efficiency of binary fields. These innovations bring us one step closer to achieving our goal of real-time finality. Web2 UX: On/off-ramps and Account Abstraction Scroll is dedicated to making blockchain interactions seamless for users, bringing a Web2-level user experience. Our plans for 2025 include: Bundler and sequencer integration: Layer 2 has a unique opportunity to integrate the bundler more closely with the sequencer to deliver seamless account registration and session management. It can improve the UX and enhance the security of smart wallets on Scroll. Account Abstraction (AA) precompile support: We plan to incorporate EIP-7702 (allowing EOAs to function as smart wallets) and RIP-7212 (enabling passkey authentication for hardware wallets). More precompiles are coming for better UX. Expanding global on/off-ramp support: Scroll has one of the most widely distributed on/off-ramp channels for real users(i.e., supported by CEX like Binance). We plan to expand this further to support more fiat payment options in different regions globally. Looking Ahead We plan to roll out the Euclid upgrade in April - aiming to boost throughput by 5x, reduce transaction costs by half, achieve Stage-1 rollup maturity, and lay the foundation for account abstraction. The Reth migration and Ceno zkVM launch will follow in early H2, further enhancing Scroll’s scalability and proving efficiency. We have more ambitious goals and will share more details in the upcoming weeks.
