This release is a private binary that includes additional security patches not in the public source — DO NOT build from source, install the published image only. Chain actions stay paused until at least 2/3 of active nodes are running 3.21.1. Once that majority is reached, chain actions will be resumed. Most important public fixes: - BTC: min-relay-fee floor pinned independent of the daemon's policy (!5289) — outbounds no longer get stuck or overpay when bitcoind reports an odd relay fee - Gossip: one unresponsive peer can no longer starve attestation-gossip sends to everyone else (!5220) - Solvency: the "all clear" is gated on the network's halt state, not the local scanner flag (!5253) — stops nodes voting solvent while their scanner is behind - GAIA: stale decode registry no longer drops whole txs, and its tripwire is uncensored (!5252); IBC deposit observation dropped (!5243) - XRP: honors http_request_timeout, retries transient transport errors, maps lgrNotFound (!4995); gas floored for zero-fee inner Batch txs (!5227) - ETH / TRON: block receipts and tx info fetched in one batched RPC call per block (!5250, !5249) — far fewer daemon requests - node-status: no more false-healthy reporting, new bifrost scanner columns (!5251) Full list in the release notes.
